MS US President John F Kennedy is seated at his desk surrounded by senior Congressmen and Administration members, possibly including Senator Hubert Humphrey. He signs the Nuclear Test Ban Treaty (four leather-bound documents, one each for the three pact members and one for the National Archives) and presents pens to the men around him as souvenirs of the signing. The President says that the Treaty need not fail, but if it does it would not be America's fault.
